The 24-hour rule every Italian host lives by

Every guest who stays at your property must be reported to the Polizia di Stato through Alloggiati Web within 24 hours of arrival, or within 6 hours if they stay 24 hours or less.

The rule comes from Article 109 of Italy's public-security law, the TULPS. It covers short-stay apartments as well as hotels, and Italian guests as well as foreign ones. The police portal also only accepts an arrival date of today or yesterday, so there is no catching up at the end of the week.

Missing a report is not a small administrative matter. Questura guidance cites Article 17 of the TULPS: arrest of up to three months or a fine of up to €206. The same guidance notes that repeated violations can also lead to a temporary suspension of the authorisation to operate.

This guide covers what Alloggiati Web actually asks for, in plain language, and how to have the details ready before your guests reach the door.

What Alloggiati Web asks for

You file one record, a schedina, per guest. The Polizia di Stato's user guide for Alloggiati Web lists these details:

That last point saves real time. Family members and group members are declared with their identity details, but only the person leading the booking needs to give document details.

Places and documents are recorded as codes from the portal's own tables: Italian comuni (including ones that no longer exist), countries, and 95 document types. When you type a place into the portal, it suggests matches and fills in the code for you.

How hosts actually file

You log in at alloggiatiweb.poliziadistato.it with the credentials issued through your Questura. From there you can:

If you manage apartments, the portal keeps a list of them, and you pick the apartment each declaration belongs to. After sending, a digitally signed PDF receipt is available to download for 30 days. Download it and keep it, because the manual asks properties to keep these files.

The hard part is collecting the details

Filing in the portal is quick. The hard part is getting a correct document number, place of issue and comune of birth from a guest who is still on a plane. Too often the details get copied down at the door while tired guests wait with their luggage, which is the opposite of the welcome you want to give.

The filing is quick. Chasing the details beforehand is what eats the evening.

The answer is timing. Ask while the booking is fresh and the guest is at home with their documents to hand, not on your doorstep.

One honest caveat: no tool takes the legal obligation off you. The report is yours, made with your own Alloggiati Web credentials.

Where Kenova fits

Kenova builds digital welcome guides for short-stay hosts anywhere, Italy included. Check-in steps, Wi-Fi, house rules and local recommendations sit in one link or QR code, in English and 15 other languages. Italian hosts can use it today.

Italian properties also get an Alloggiati Web helper, like the eVisitor helper our Croatian hosts use. It collects each guest's details inside the guide before arrival and passes them to you ready to file, and a companion tool turns the guest's email into the portal's upload file. It never files for you. The report stays yours.

A quieter phone, warmer reviews, and guests who arrive ready.

How you use it

  1. Your guest opens the welcome guide, taps the registration button and fills in the form before arrival.
  2. The details reach you as an email from the guest.
  3. Sign in to your Kenova host dashboard and press the orange Alloggiati Web file button next to the property. The same link is at the top of every guest email.
  4. Paste the email and download the file. It is built in your browser; the guest details are not sent anywhere.
  5. In Alloggiati Web, open File, pick the file, press Elabora, check the result and press Invia.

The Italian host checklist

Save this and share it with your co-hosts.

  1. Do you have your credentials? Alloggiati Web access comes through your Questura. Sort it out before your first booking.
  2. Is every guest reported? Within 24 hours of arrival, or 6 hours for stays of a day or less. Italian guests included.
  3. Is the right person the lead guest? Document details come from the single guest, head of family or group leader. Everyone else gives identity details only.
  4. Is the stay longer than 30 days? One declaration covers up to 30 days.
  5. Have you saved the receipts? Download each signed PDF before it drops out of the 30-day window.
  6. Are your other obligations covered? Alloggiati Web is police reporting only. ISTAT statistics and the municipal tourist tax are separate, so check with your region and comune.

Frequently asked questions

What happens if I don't report a guest in Alloggiati Web?

Questura guidance cites Article 17 of the TULPS: arrest of up to three months or a fine of up to €206. It is treated as a criminal offence, not only an administrative one.

How long do I have to report a guest?

24 hours from arrival, or 6 hours when the stay is 24 hours or less. The portal only accepts an arrival date of today or yesterday.

Do Italian guests need to be reported?

Yes. Alloggiati Web covers every guest, whatever their citizenship.

Does every family member need to show an ID document?

No. The single guest, head of family or group leader gives document details. Family members and group members are declared with their identity details only.

Can a welcome guide file Alloggiati Web for me?

Kenova does not file, and the obligation stays with you whatever tool you use. What a welcome guide can do is collect complete guest details early, so your own filing takes minutes.

Sources and verification. Deadlines, required data, guest types, filing methods, the 30-day limit and receipts: Polizia di Stato, Guida Servizio Alloggiati Web (user manual, sections 3, 5, 8, 10 and 12) and the portal's code tables, read 16 September 2026. Penalty: a Questura information sheet on violations of Article 109 TULPS, which cites Article 17 TULPS. This page is general information for hosts, not legal advice. Confirm current obligations with your Questura.
